NOTES OF PRE INQUIRY MEETING HELD ON TUESDAY 14 JUNE 2005 AT THE COUNCIL CHAMBER, CHESTER TOWN HALL, NORTHGATE STREET, CHESTER
1. INTRODUCTION
 
1.1    The Inspector, Robin Brooks, explained that he had been appointed by the First Secretary of State to hold the Inquiry and to report to him. He introduced the Programme Officer, Graham Groom, who will be responsible for the Inquiry programme; for scheduling the appearances of those who wish to be heard; for all the day to day administration, including receiving and distributing written evidence; and for the library of Inquiry documents. He will also be a channel of communication between anyone appearing at the Inquiry and the Inspector.

2.   PURPOSE OF THE PRE INQUIRY MEETING
 
2.1   The Inspector explained that the meeting did not form part of the formal Inquiry and would not cover any evidence or discussion on the merits of the Compulsory Purchase Order (CPO). Its purpose was purely administrative; to set out the scope of the Inquiry; to outline the arrangements and procedure for it; to identify the main participants; and to discuss matters on which further work might be needed before the Inquiry commences in October.

3. APPEARANCES
 
3.1   Mr Brian Ash QC, instructed by Forsters, Solicitors, stated that he will appear for the Council and will be calling 8 witnesses, the scope of whose evidence he outlined (See Annex A). In response to a request from the Inspector other parties then stated their intention to appear, as follows:
